“Networked Shocks and Regional, Urban Resilience: Implications from Brexit and the Corona Pandemic”
For urban and regional policies to be effective for resilience and economic diversification, a larger understanding of both the complexity of interregional networks and the absorptive capacities of firms and people in regions and cities is needed. Using Brexit and the corona pandemic as examples of shocks, the heterogeneity of regional and sectoral impacts on firms is shown. Although exposures to and potentials of shocks can be identified for regions (speculatively, as both shocks have not materialized fully yet), translation of these into policy measures that address firms’ selective competitive needs is challenging. Many impacts are generated and distributed along market and competition relations, which are not always sensitive to (the same) place-based policies. A discussion on place-based policies that link to a broader interpretation of resilience (of both repair and renewal) is presented, and a research agenda is adhered that more extensively explores how local policies can be implemented in the multilevel network-region-firm structure of impacts.

“Welfare Spaces”
The lecture concerns welfare spaces that were constructed during the 20th and 21stcentury in Europe as spaces for socialization, inclusion, collective life activities, services and equipment.
The lecture consists of two parts. In the first the concept of welfare space will be defined, discussing the current value of the concept and its use within a new urban planning strategy. In the second instead, considering the central area of Veneto as a laboratory, the spatial results of the welfare policies that have been enacted here will be analyzed and at the same time, I will present some projects that, starting from the welfare spaces, try to re-imagine the contemporary city.

 

Maria Chiara Tosi, urbanist, PhD in Urbanism, is Full Professor in Urban design at Iuav University of Venice where she is also the scientific coordinator of the PhD in Urbanism. 

She is broadly interested in how the climate crisis affects both the physical and the socio-economic aspects of urban environments. She has been part of numerous Italian and international research projects on the study of the evolution of urban settlements and in particular on the physical aspects of welfare state policies in urban environments.

She is currently the scientific coordinator of the Interreg Project CREW (Coordinated Wetland management in Italy-Croatia cross border region), and partner in the Horizon 2020 CITIES 2030 (Co-creating resilient and sustainable food systems towards FOOD2030), and in the Interreg project DIVA (Development of ecosystems and value chains of innovation: support cross-border innovation through Creative Industries).

She is Iuav representative in Venice International University Academic Council, and Expert for the Panel “Science and Technology of Constructions and the Built Environment” at the Research Foundation Flanders FWO-Belgium.
